This figure shows the intermolecular forces acting on a liquid particle (adhesion and cohesion).  Within the body of the fluid, cohesive forces act on the particle in all directions. When the particle is on the surface of the liquid both cohesive (bottom) and adhesive (top) forces act on the particle.
